San Diego-Imperial Council Scouting America 18th Annual Construction and Building Industry Lunch-O-Ree Honoring Good Scout of the Year, Mark Filanc
DATE: | Thursday, May 8, 2025
RECEPTION: | 11:30 AM | |
LUNCH: | 12:00 PM | |
LOCATION: | Paradise Point Resort | Sunset Ballroom
PRICE: | $250 |
Join us as we honor one of our very own for the 18th Annual Construction and Building Industry Lunch-O-Ree, hosted by the San Diego-Imperial Council Scouting America! This year's honoree is none other than Mark Filanc, the Good Scout of the Year, CEO of FILANC. This event continues to raise money for Scouting America to build facilities.
The luncheon honoring Filanc starts with a reception at 11:30 AM on May 8 at Paradise Point Resort. The program begins at noon, and features keynote speaker, Vice Admiral John Mustin (retired), Chief of Navy Reserve and Commander, Navy Reserve Force at the Pentagon. His family is the only family with three three-star admirals in its lineage, including his great grandfather, the naval aviator who launched the first aircraft from a ship underway. More on him below.
Our honoree, Mark Filanc, has been an influential member of AGC San Diego as a former AGC president (2011), EGCA honoree, and instrumental force in his namesake, the J.R. Filanc Construction Engineering and Management Program. He and his family also represent three generations of Eagle Scouts: Jack Filanc (founder of FILANC, 1995 AGC President), Mark Filanc Sr., Peter Filanc (brother to Mark Sr., 2002 AGC President), Jim Filanc (brother to Mark Sr.), and Mark Filanc Jr.
SPEAKER
It is such a treat to have Vice Admiral John Mustin (retired) speak at this wonderful event. Hailing from a naval family recognized by the naming of a guided missile destroyer (USS MUSTIN [DDG 89]), Mustin reached the pinnacle of his military service as Chief of Navy Reserve and Commander, Navy Reserve Force at the Pentagon. Impressive in his own right, Mustin commanded 60,000 personnel across the globe and managed a $3.7B annual budget in his role. Selected for command six times, and a decorated veteran of Operations Enduring Freedom and Iraqi Freedom, in 2019, he became the first reserve officer to command a U.S. Navy Strike Group when he assumed command of Expeditionary Strike Group TWO in Norfolk, Virginia.
Even more compelling is the amazing story his life and his family tell. His great grandfather, Captain Henry C. Mustin, a naval aviator, established the first naval air station and launched the first aircraft from a ship underway. Two U.S. Navy destroyers bear the name Mustin in honor of his great grandfather and his descendants. This is also the only family with three three-star admirals in its lineage!
His track record in the space of military, digital, and technological innovation is nothing short of remarkable, and it will be quite an honor to hear from him this year!

The EM 385-1-1 40 Hour Safety and Occupational Health (SOH) Requirements (15 March 2024 edition)
The Federal Government requires contractors to comply with EM385-1-1 Safety and Health requirements training before any work is performed on military job sites. This course is for contractors, military and government employees who enforce or must comply to the EM385-1-1 US Army Corps of Engineers Safety and Health requirements. This training provides a complete look at all regulations outlined in the EM 385-1-1 manual.
Completion of this course supports worker compliance with U.S. Army Corps of Engineers Contractor Safety and Health Requirements. EM 385-1-1 compliance is a requirement for all contractors working on military contracts and projects. This course is for military and government employees and contractors who enforce the EM 385-1-1 U.S. Army Corps of Engineers (USACE) Safety and Health requirements.
The final exam must be passed with a 70% to successfully complete the course. Participants will also receive their OSHA 30-Hour Card.
Who Should Take the EM 385-1-1 Safety Courses?
Site Safety Health Officers (SSHO), managers, supervisors, and construction personnel who are working on a military contract are all required to take and complete the 40-hour EM 385-1-1 course.
As stated earlier, the 8-hour course was designed to be a refresher course and is only required to be take once a year to keep your EM 385-1-1 certification up-to-date.
Who is Required to Comply With EM 385-1-1?
It is important to note that, despite your job title or job tasks, compliance with the EM 385-1-1 is required by everyone who works for the military or the Department of Defense (DoD). In these cases, EM 385-1-1 takes precedence over OSHA regulations and standards. This is because the EM 385-1-1 safety guidelines are more detailed than the regulations set in place by OSHA.

The OSHA 30 hour construction training course also provides students with an overview of how the Occupational Safety and Health Administration (OSHA) functions. There are no prerequisites required to take the OSHA 30-hour construction course.
This class is held over four days. The OSHA 30-Hour Construction Industry Oureach training course is a comprehensive safety program designed for anyone involved in the construction industry. Specifically devised for safety directors, foremen, and field supervisors, this program provides complete information on OSHA compliance issues. In addition to learning about safety and health hazards in the workplace, participants will also learn about OSHA, employer responsibilities, and worker rights.
OSHA recommends outreach training programs as an orientation to occupational safety and health for workers covered by OSHA 29 CFR 1926. All of the information presented in these courses is up to date with all the relevant standards and regulations. OSHA limits all OSHA Outreach Training (classroom and online) to a maximum of 7.5 hours training per day in all OSHA 30-Hour courses. As a result, all 30-Hour courses must be delivered over a minimum of four days. Be assured that our trainers who conduct on-site 30-hour OSHA construction training classes are authorized OSHA Outreach trainers. We will conduct an OSHA 30 hour construction training class at your site for a group of eight or more students. Training is available in either English or in Spanish. The OSHA 30 hour training course for construction is based on the Federal OSHA 1926 construction regulations. We also address state-specific OSHA requirements for trainees, where applicable. This OSHA 30 training course is intended for operations such as demolition jobs, new construction projects, and major renovation work.

The OSHA 10 hour construction training course is intended to provide construction workers with a basic knowledge of the most common safety and health hazards found on many construction sites, and methods they can use to avoid those hazards. The OSHA 10 hour construction training course also provides students with an overview of how the Occupational Safety and Health Administration (OSHA) operates, and how employee rights are protected under the OSH Act of 1970. There are no prerequisites required to take the OSHA 10-hour construction training class.
Course topics: Introduction to OSHA, Walking Working Surfaces, Workplace Fires and Emergencies, Electrical Safety, Personal Protective Equipment (PPE), GHS Hazard Communication, Bloodborne Pathogens, Permit-Required Confined Spaces, Lockout/Tagout, and Forklift Safety.
OSHA Policies: OSHA limits all OSHA Outreach Training (classroom and online) to a maximum of 7.5 hours training per day in all OSHA 10-Hour courses. As a result, all 10-Hour courses must be delivered over at least two days.
Trainees who successfully complete their OSHA 10-hour construction training class also receive an official DOL / OSHA 10-hour construction training wallet card. The OSHA 10-hour construction training wallet cards, which are now made of plastic and are much more durable than the old paper cards, are accepted in all 50 states and the US territories (it usually takes just 2 weeks for their card to be processed and delivered).
After taking this course, you will be able to:
Audience: This course is intended for all employees.
OSHA recommends Outreach Training Program courses as an orientation to occupational safety and health for workers. Workers must receive additional training, when required by OSHA standards, on the specific hazards of the job.
We will conduct the OSHA 10-hour training course for construction at your worksite for a group of eight or more students. Training can be conducted in English or in Spanish.
