The Filanc Family is no stranger to the industry. And neither is Mark Filanc. In fact, his instrumental work as an instructor and industry participant makes him a sort of pioneer in the construction industry, leaving a legacy in his wake that will truly inform the workforce of tomorrow in a way that can’t be repaid. Mark Filanc (pictured on right), PE, DBIA, is the CEO of J.R. Filanc Construction Company, Inc. (known as FILANC), an award-winning general engineering and design-build contractor located in Escondido. In 1952 with the incorporation of three other partners, Jack Filanc (1995 AGCSD Past President and SIR Award Recipient #20) founded his company and then gave it a new home in San Diego County. Thus began a legacy that has passed through multiple generations from Jack to Peter (2002 AGCSD Past President and SIR Award Recipient #18) and then to Mark (2011 AGCSD President and SIR Award Recipient #29). Following in this tradition, even his daughter, Michelle Filanc, works as a project manager at FILANC, and his son, Mark Filanc Jr. works as a Staff Engineer at FILANC! Since then, this family business has grown to encompass projects ranging from less than $1 million to approximately $30,000,000 with over 300 employees across the west (primarily California, Arizona, and Colorado). FILANC is now a subsidiary of Alberici Constructors, Inc., based in St. Louis, and ranks as the 36th largest North American contractor by ENR. Mark Filanc, while he continued to grow his company from 2007 onward, was also one to give back. Mark serves as an instructor at the national level for AGC of America’s Supervisory Training Program and board member in two of San Diego State University’s (SDSU’s) College of Engineering’s advisory boards. He guides the leaders of tomorrow in the construction and engineering industries as an instructor at the J.R. Filanc Construction Engineering and Management Program at SDSU. Additionally, he has served as a Scout Master with Boy Scouts of America following his own experience as an Eagle Scout. Thais Alves, Professor and AGC - Paul S. Roel Chair in Construction Engineering and Management in the College of Engineering at SDSU, expressed that without Mark’s leadership and advocacy, the program would not be possible. “Mark Filanc has been the main advocate for the J.R. Filanc Construction Engineering and Management Program, our students, faculty, and staff,” said Alves via email. “Thanks to Mark's unwavering support and dedication to the work we do at SDSU, we currently have about 200 students enrolled in our majors, and over 300 graduates who have joined the industry ranks. Many industry supporters have followed his drive and his call to support the future leaders of the construction industry and contribute to our students' education in many different ways. "His vision for the Program, and his work as an instructor and member of different advisory boards at SDSU, provide the much-needed support to offer our students a multitude of experiences inside and outside of our classrooms," she continues. "Without Mark's leadership and advocacy, we would not have the Program we currently have at SDSU.” For the San Diego Chapter, Mark Filanc negotiated labor agreements and served as the 2011 Past President. He has over 30 years of experience in negotiations for his own company and the chapter. "Mark and his family have been constant drivers of excellence in this industry,” said Eddie Sprecco, CEO of AGC San Diego. “If support for the SDSU construction programs ever waivers, Mark is the first to get on the phone and dial for dollars, make office visits, and even go out himself and teach a course – he is always willing to do what he’s asking others to do. And the Filanc family's commitment to the industry is unwavering. FILANC today has staff on the Board of AGC, chairing liaison committees, and actively participating in labor relations and negotiations. It’s that participation from member companies that drive the AGC, and it can’t be done without support from leadership like Mark and the Filanc family have provided for decades.” As a civil engineer with a bachelor’s degree from California Polytechnic State University, San Luis Obispo, and a M.S. in Civil Engineering from Stanford University, Mark Filanc continues to serve as the interface between the company’s engineering personnel and construction operations for ongoing design-build projects. He maintains involvement as a professional in the Design-Build Institute of America’s charter group for lifetime experience in design-build project delivery. He is also a past chairman of the Design-Build Institute of America’s Water Committee. These designations only further showcase his recognition as an experienced professional and knowledgeable practitioner in the industry.
